The Prime Minister sets out priorities for focused investment with the new Growth and Skills Levy

  • Growth and Skills Levy launched in Prime Minister’s speech, offering greater flexibility to employers
  • New foundation apprenticeships being developed to give young people a foot in the door, along with shorter duration apprenticeships in targeted sectors
  • Employers asked to fund more of their Level 7 apprenticeships outside of the levy.

At the Labour Party Conference, the Prime Minister today set out the agenda of the new government announcing greater flexibilities for employers and learners with the launch of the Growth and Skills Levy. The reformed levy will align with the industrial strategy – creating routes into skilled jobs in growing industries like construction, digital and green skills

The levy will deliver greater flexibility through shorter duration apprenticeships in targeted sectors aligned with the industrial strategy.

Work will begin to develop new foundation apprenticeships – a new training offer giving young people a foot in the door and supporting clear pathways into work-based training and employment. This signals a first step towards realising a youth guarantee: a promise of education, training or support into employment for every young person in every part of the country.

Taking advice from Skills England, the government will be asking more employers to step forward and fund level 7 apprenticeships outside of the levy – rebalancing spending towards young people to help them get on at the start of their working lives.
